Railway Advertising Body approaches Rail Minister with Charter of Requests

The Federation of Advertising Agents of Indian Railways seeks waiver of license fee for 1 year, and other concessions that will help the media concessionaires to bring their business back on the rails after the Covid-19 crisis abates
In the effort to alleviate the acute business challenges that confront railway advertising concessionaries in the face of suspension of passenger train services and shutdown of railway stations across the country, following the Covid-19 outbreak, the newly constituted Federation of Advertising Agents of Indian Railways has approached Railway Minister Piyush Goyal with a charter of requests.
The Federation, which has as its members India’s top railway advertising concessionaries holding exclusive rights on formats like hoardings, railway station boards, glow-signs, LED screens, video walls, and Railway Display Networks (RDN) across railway zones, has made a representation to the minister, seeking:
Waiver of license fee on all existing contracts for a period one year from the date of enforcement of national lockdown. This period may be considered as the period of recovery for the media operators who have been hit hard by the fallout of the Covid-19 crisis and lockdowns.
Reduction of security deposit provided by the concessionaires to an amount equivalent to two months of licensee fees. This would provide the media operators with more working capital hand, considering that they are mostly MSMEs operating with limited cashflow.
Reduction in the security deposit to be provisioned in all railway advertising tenders to be floated in the future.

Monthly payment of license fee under all existing railway advertising contracts. Cessation of escalation of annual license fee applicable under the existing contacts.
Facility for surrender of existing contract(s) and refund of security deposit and unused license fee in the event of a concessionaire being unable to operate the contracted media assets / utilities owing to the negative fallout of the current crisis.
The Federation has also requested and if required for constituting a Task Force that may look into the representation in a time-bound manner. It was also suggested that the Task Force may have three representatives from the Federation to “review, discuss, study and resolve the appeal”.
The Federation in its representation has highlighted that the railway media concessionaires have been collectively contributing non-fare revenues of Rs 350 crore to the Railways every year, without the Railways incurring any significant expenditure toward the advertising activity.

It was also cited that the members of the Federation through their business operations have created direct and indirect employment for over 1 lakh people.

A Good Samaritan Act

High Court advocate Sunil Kumar is quite well known for his noble work. He has had a humble background and used to live in the slums of Goregaon East for almost 30 years during his growing up years. During COVID-19 Lockdown, Sunil Kumar has again decided to wear the Good Samaritan hat. He has decided to help the poor people and help them with daily essentials.

Sunil said, “Everyday we used to provide groceries and daily essentials to 20 families. Soon, many more people started gathering to volunteer for this noble work and he started the Daksh Nagrik Foundation, which gives away groceries to needy people. Today, the foundation provides groceries to more than 1200 families.”

He added, “I also want to start law insurance, just like we have medi claims and life insurance. I grew up in the slums, where we did not even get clean water to drink. In 3000 rupees, I want to give services for law insurance to people for one year.”

He also said, “I could have died of dengue, malaria or any other disease, but I am fit and fine. So I want to serve the needy people and support them. I am thankful that many people and friends have joined me in this initiative.”

The nature of entertainment has changed drastically and dramatically in the past two decades given the exponential technological growth. Thirty years ago, we spoke about the internet as “worldwideweb” without any access to it (we did not have one computer per child, simply used the blackboard learning to answer exam questions about ROM and RAM). We did not know that learning and recreational activities would be transformed by technology in the decades to follow, leave alone the deep and mechanical learning advantages it would offer. Like natives and novices, we waited and watched the developments and the sweeping changes that took place. Bystanders for most parts.

The world since then has evolved into this wonderful reality that uses the inherent strengths of learning and technology and voila – the creation of edutainment online and offline – from the physical world to the virtual world, the marriage has worked! This convergence has quite frankly, resulted in more exposure, more options, productive use of time, skill-building foundations, self-learning, independence – all useful life skills that aid progress and become important foundational milestones. Adults, be it, parents or educators, awakening to the advantages have been consciously influencing the creators of these edutainment platforms as they share success stories of how effective these are for the development milestones.

In a fast-paced world and with the speed of evolution, most platforms combine many parameters to optimize on the time and effort and therefore edutainment emerges as this “perfect” solution. So, while we battle with “overuse” of technology and screen time causing a host of mental health concerns in the young generation, if edutainment is the route, then technology becomes an important tool for self-learning, subject mastery and constructivism, while allowing a bit of downtime for the students which is the balance everyone seeks.

Given the interconnections we make in our everyday life and work with convenience and customization, platforms of this nature make for more time-efficient strategies while providing more exposure and opportunities.
